the .NET Compact Framework is installed on your device. On this
page you can download it.
You should try to download the .NET Compact Framework installer
directly from Microsoft.
However, if this link is broken or if you don't want to download
ALL .NET Compact Framework installer (14Mb) and you sure know your
Pocket PC processor's type you can download a part of the .NET Compact
Framework installer containing only resources your device processor
requires.

Download a cabfile for your device, manually copy it to your Pokcet
PC and execute it to install the Compact Framework.
If you are not sure of your device processor's type, you should
better download complete installer
from Microsoft site.
Don't forget, if you are using a Pocket PC running Windows Mobile
2003 or higher the .NET Compact Framework is already preinstalled
on your device's ROM by manufacturer so that you don't have to download
or install any additional software.
Windows SmartPhone 2003 users do not have to download any additional
software also.
